To establish the IPI as an independent international organization, UNDP and the Korean government decided to establish the Institute by an intergovernmental agreement of the Member States of the United Nations, as sanctioned by the 1969 Vienna Convention on the Laws of Treaties. Based on the results of Dr. Shin`s feasibility study, UNDP adopted a formal proposal in 1993 for the establishment of the International Vaccine Institute (IPI). In 1994, UNDP and the Republic of Korea agreed to host the Seoul Centre following a call for proposals for the inclusion of IPI in the Asia-Pacific region. In 1995, UNDP opened an interim IPI office on the seoul National University campus and the Institute began its first work and organizational development. IVI is headquartered in Seoul, Republic of Korea as our host country. The Republic of Korea, Sweden and the World Health Organization (WHO) are among the 36 signatories to our international treaty.
